Andy’s 35 years of experience is drawn from both the plaintiff and the defense perspectives. His focus is on serving as special counsel to state attorneys general in antitrust matters. He has worked with plaintiffs’ counsel in national class action litigation and has served as lead counsel in complex litigation matters. He also provides counsel to businesses on antitrust compliance.

Counsel for the National Association of Attorneys General (NAAG) in Carolina Tobacco Company v. Watson et al. CV-03-423-KI (D. Or 2003).
Oregon’s lead counsel and special assistant attorney general in In Re Buspirone Antitrust Litigation, MDL No. 1410 (SD NY 2001).
Oregon DOJ lead antitrust attorney from 1989-2003, managing the department’s antitrust investigations and litigation and serving as Oregon’s lead counsel in multistate cases.
Provided advice to Oregon Legislature and state agencies, and regularly appeared before state legislative committees on antitrust, competition and trade regulation issues.
Drafted legislation amending provisions of the Oregon Antitrust Act and provided testimony in support of bills during legislative sessions.
